Following the success of The Tashkent Files, director Vivek Agnihotri completed the script of the Kashmir files after a thorough research into the expulsion of Kashmiri Hindus in 1990.  On August 14, 2019, he announced with the First Look poster of the Agnihotri film, "This film will be an honest investigation into one of the greatest human tragedies."  Actor Anupam Kerr joined the cast in May 2020 as the lead actor of the film.  The first schedule of the film was aborted due to high levels of corona virus.

Agnihotri was removed from the film by actor Yogaraj Singh after he uttered an anti-Hindu word in the farmers' struggle and was replaced by Puneet Issar.  Mithun Emperor fell ill due to a stomach infection during Table 2, but he only finished his part a few hours later.  Sarahna, a tax producer, allegedly committed suicide during production and died.  During the final stages of filming, director Agnihotri suffered a broken leg at the filming site.
